The High Judicial Council was established as an independent and autonomous body which should also provide and guarantee the independence and autonomy of courts and judges. The Council is the management and oversight authority of the judicial system which plays a decisive role in the appointment, promotion, responsibility, financial status, permanence, immunity and termination of judicial office. It is also responsible for human resources, organization and supervision, budgeting, performance evaluation, the general framework, internal organization and operation of the courts, as well as strategic planning.
